"The Office of the Comptroller of the Currency has finalised its payment stablecoin rules under the GENIUS Act, setting a $5 million capital floor and an application route for issuers before the law takes effect on 18 January 2027. From 18 January 2027 a person generally must be an approved issuer to issue a payment stablecoin in the US, and unapproved issuance carries criminal penalties."
